The PER Foundation
In 1989 the Southern California Psychiatric Society voted to provide the seed money to establish The Psychiatric Education and Research Foundation in an effort to both promote the active participation of psychiatrists in the struggle against the destructive effects of mental illness, stigma and discrimination of persons suffering with a psychiatric illness and also to improve care and access for all in our community through education and research.
The PER Foundation was established in January 1990 as a 501(c)(3) charitable foundation. Its mission is "To build bridges of understanding between psychiatry and the general public through public education, research and community outreach."

The Colburn School is unable to provide parking for outside events. The following parking options are located near The Colburn School. The parking fees vary:
- A: Disney Hall – Covered parking structure. Accessible by Lower Grand and Kosciusko Way. (Lower Grand runs directly beneath S. Grand and can be accessed by Kosciusko, Hope, and 4th Street.) An elevator provides access to S. Grand.
- B: 5 Star Parking – Covered lot. Located on the north side of Olive Street, between 1st and 2nd Streets.
- C: Joe’s Parking – Outdoor lot. Located on the south side of Olive Street, between 1st and 2nd Streets.
- D: Cal Plaza – Covered parking structure. Located on Olive, between 4th Street and Kosciuszko Way.
Richard Kogan, M.D. is a gifted concert pianist and practicing psychiatrist. The Artistic Director of the Weill Cornell Music & Medicine Program, Dr. Kogan is a graduate of Harvard Medical School and the Juilliard School of Music. For over 10 years, Dr. Kogan has been playing piano for audiences nationally and internationally, while masterfully detailing the life and psychic suffering of famous musicians. This second PER Fundraiser will build on the success of last year’s fundraiser and continue the support of urgently needed vital research directed by Kenneth Wells, M.D. Director of the Semel Institute’s Health Services and Society Center and Bonnie Zima, M.D. UCLA Professor of Child & Adolescent Psychiatry.
